Fixed miscellaneous issues related to Jobs

1) Fixed issue for the Work 365 Generates Invoice job as it was getting retried if the billing cycle is already processed while generating invoices in bulk.

2) Fixed issue for the Successful Work 365 jobs as some were being re-executed
